Settings: Proper priority hierarchy

Browse source 
Remove old defaults system
Introduce priority-based fallback list
Use new functions for map_meta special functions
Change groups to use end tags

Unittest changes:
 * Adapt unittest to the new code
 * Compare Settings objects
