fix: migrate repository.topics column for SQLite (#8019)

Browse source 
XORM is unable to migrate a column type for SQLite, it has to be done manually.

Refs: forgejo/forgejo#7920

Note: testing is done by setting the `run-end-to-end-tests` label.
